IRS에 할부로 세금내는 방법도 있습니다. 직접 지역 IRS에 찾아가서 사정을 말하면 플랜을 줄겁니다. 거기에 맞춰서 조금씩 분납하시면 됩니다. 이자는 있지만, 최소한 벌금은 없습니다.

You can file for CNC status (Currently Not Collectible) and/or ask for OIC (Offer in Compromise).
If your monthly expense > income, you will be able to do either one.
CNC- IRS will no longer attempt to collect the tax liability.
OIC- IRS agrees to reduce your debt to certain amount.
If you can't get on CNC or OIC, at least request Form 843 Penalty abatement to remove the 20% accuracy related penalty.
Do not sign any installment agreement with the IRS.
Go see one of the Low Income Tax Clinic nearest you.
Their service is free and the lawyers will help you get into the status for Free.
This is a legitimate service funded by the IRS, these clinics are legitimate places.
